Below is information relating to loan and grant programs available to University Heights residents offered by the City of University Heights or partnerships between the City of University Heights and external agencies:


Heritage Home Program

The City of University Heights partners with the Cleveland Restoration Society’s Heritage Home Program to offer University Heights residents with technical assistance and low-interest loans to renovate and update their homes. A home must be 50 years or older to qualify for the Heritage Home Program. Contact the Heritage Home Program at (216) 426-3116 with questions about how they can help you update your home.


Cuyahoga County Home Repair Loan Program

Do you need to repair windows, siding, the roof, or other things around your home? Neighborhood Housing Services (NHS) of Greater Cleveland offers a Home Repair Loan for these type of fixes and more. Housing Enhancement Loan Program (HELP)

HELP is offered through Cuyahoga County, offering low-interest loans through partnerships with Huntington and KeyBank. Visit the Housing Enhancement Loan Program (HELP) website or call Cuyahoga County at (216) 443-2149 for more information.


Weatherization Program

Cleveland Housing Network (CHN) Housing Partners offers a weatherization program that helps with the cost of a furnace replacement, hot water tank replacement, and insulation. Property Tax Assistance

Cuyahoga County homeowners who qualify for CHN’s Property Tax Assistance Program can access a one-time grant of up to $10,000 to pay for property taxes.  The program has funds available through December 31, 2022 and is available to owner occupied households who have experienced a COVID-19 hardship after January 21, 2020.  Homeowners can call 216-774-2336 for more information.


​Help with Utilities

Assistance for customers of First Energy, Cleveland Division of Water and the Northeast Ohio Regional Sewer District is available through CHN Housing Partners for both homeowners and renters.  Assistance provided includes help in catching up on past-due utility bills, making payments more affordable, and assisting in a shut-off crisis.  Contact CHN Housing Partners for more information at (216) 574-7100, or visit https://chnhousingpartners.org/utilityassistance/.


Community Mediations

Many community disputes may be resolved through mediation in a private setting with the assistance of a mediator, being a neutral third party.  The Cleveland Mediation Center offers community mediation services between individuals on issues such as noise, pets, property, trespassing, disagreements between neighbors or roommates and Landlord/Tenant disputes.  If you are a Landlord or Tenant and who may be facing eviction proceedings, please contact Ashley Everett at (216) 621-1919 Ext. 6804.  For more information, go to https://www.clevelandmediation.org/community-mediation.


Community Services

Cuyahoga County offers assistance for families and individuals with various community needs such as emergency cash assistance for women with children and facing eviction, Home Energy Assistance Programs (HEAP), and Senior and Adult Services among many other programs available.  Visit the County Services section of https://www.cuyahogacounty.us/ for more information.
