University Heights Accepting Applications for Vacant City Council Position (pdf)

Council meets the first and third Mon. (except when Mon. is a legal holiday) of every month, except for the months of July and August, in Board Room, Cleveland Heights-University School Board (2155 Miramar Blvd.) at 7:00 PM. Special meetings may be called during the months of July and August, or any other time as noticed.

The City Council is made up of 7 residents who are elected to establish the laws and oversee the budget of the city. Each council member chairs a committee that is aligned with a government function.

Governmental Affairs Committee

Michele Weiss is currently the CFO of the largest Jewish day school in the state of Ohio, Hebrew Academy of Cleveland, and a member of the University Heights City Council.  Weiss also teaches at the Boler School of Business MBA program at John Carroll University as an adjunct professor.  She is a founding member of a non-profit organization, AMATZ Initiative, which provides professional development to engage principals of schools. 

Weiss was appointed as a commissioner for the Ohio Commission on Service and Volunteerism and recently finished her term.   She is a presidential nominee for the Community Relations Committee of the Jewish Federation of Cleveland. Lastly, she is a current board member of YACHAD which is an organization that services developmentally challenged youths and adults.

In 2018, Weiss was honored as University Heights Public Official of the Year.

An experienced manager and planner, Barbara Blankfeld previously served as Clerk of Council for the City of Beachwood and Coordinator for the Cleveland Clinic Wellness Institute. She currently serves as the Director of First Impressions at ThenDesign Architecture.

Blankfeld was elected to the University Heights City Council in November of 2019.

Prior to her election to council, Blankfeld served University Heights as a member of the Memorial Day Parade and Commemoration Committee, the city rebranding committee, the Beautiful Homes Committee, and the Finance Advisory Committee.

Blankfeld and her husband Harvey were recipients of the University Heights 2019 “Volunteers of the Year” award.

Service and Utilities Committee

Justin Gould has served citizens at the municipal, county, and federal levels. He is an Assistant United States Attorney who helps law enforcement advance their investigations, and directs prosecutions when federal crimes have been committed.  Gould currently serves as lead prosecutor for cases involving drug trafficking, major frauds, civil rights, and public corruption.  He is a former law clerk and mediator at Cleveland Municipal Court, and a former Cuyahoga County Prosecutor.

Gould is chair of Council’s Service and Utilities committee and is a member of our Building and Housing, and Safety committees. He previously served as a member of the University Heights Fair Housing Commission. He is president of the board of directors at the Lesbian, Gay, Bisexual, and Transgender Community Center of Greater Cleveland, and a member of the board of directors at EDWINS Restaurant and Culinary Institute.

Gould earned his law degree from the Cleveland-Marshall College of Law at Cleveland State University, and a Bachelor of Science from Brigham Young University, in Provo, Utah.  He attended Cleveland Heights-University Heights City schools, where his mother was librarian at Canterbury Elementary School.

Finance Committee

Susan D. Pardee is currently the Supervisor of Federal Programs and Grants for the Cleveland Heights-University Heights City School District in northeast Ohio. She has obtained and/or managed over $104 million in funding in eighteen years as part of the administrative team of this inner ring urban school district of over 5,000 students. Development work has included project development and management, monitoring, budgeting and reporting on an annual average of 100 federal, state and private foundation grants and trusts.

After receiving her MBA from the Weatherhead School of Management at CWRU, Pardee directed strategic initiatives for Cleveland nonprofit Working for Empowerment through Community Organizing (WECO). She brokered expansion and new business loans, published a quarterly business publication and supervised a task force of 30 small business owners in three Cleveland wards. She was recognized as the Small Business Financial Services Advocate of the Year by the U.S. Small Business Administration, Cleveland District.

She has been an elected member of University Heights City Council since 2010, and is currently serving as Vice Mayor. She was the founding President of the Fund for the Future of Heights Libraries (FFHL) Foundation, a member of the Board of Directors of the Grant Professional Certification Institute (GPCI) and the Grant Professionals Foundation (GPF).

Safety Committee

John Rach is a councilman with the City of University Heights.  He is a Registered Architect and is employed by LDA architects as the Operations and Business Development Manager.  Before joining the council, Rach served on the City’s Board of Zoning Appeals for three years.  He has served on many UH committees including: City Rebranding, New Zoning Code, NOACA Pedestrian & Bike Friendly Lanes, and the New Master Plan.  His additional professional affiliations include the Society for Marketing Professional Services – Northeast Ohio Chapter (former President and former Treasurer), and the American Institute of Architects.  Rach attended Kent State University where he earned a Master of Architecture & Environmental Design and a Master of Business Administration.  Outside of work, he enjoys marathon running (with a goal of completing one marathon in every US State), traveling, photography, and spending time on Lake Erie.

Building Committee

Mark Wiseman and his wife Serena have been University Heights residents since 1988. Wiseman has an undergraduate degree from The Ohio State University and a law degree from Cleveland Marshall College of Law. He was first appointed to the University Heights City Council in 2013. He was elected in November of 2013, and re-elected. He was elected in November of 2013 and re-elected for in 2017. 

During his legal career, Wiseman has served as a trial attorney; as the inaugural Director of the Cuyahoga County Foreclosure Prevention Program; as an assistant Attorney General in the Consumer Protection Section; as a representative to the Federal Reserve Board’s Consumer Advisory Council in Washington, D.C.; as the creator and Director of the NHS Consumer Law Center and most recently as a Staff Attorney for the Cleveland Municipal Court. 

While on council, Wiseman has served as chair of the Finance Committee and since early 2014 as Chair of the Building Committee.
