The City’s Finance Department is made up of three personnel: Director of Finance, and two finance clerks. The Finance Department is responsible for the collection of revenues and the timely payment of City liabilities.
Income Tax general information
Income tax revenues make up around 53 percent of the total revenues of the City’s General Fund.
Effective, January 1, 2007, the City’s income tax rate is 2.50% on all earned income. In addition, the City’s income tax credit is 1.00% for those residents who work outside City limits where income tax is withheld.
The City of University Heights collection agency for income tax is the Regional Income Tax Agency, also known as
RITA.

Property tax general information
Property tax revenue makes up around 22 percent of the total revenues of the City’s General Fund. The gross real estate tax rate is 174 mills tax year 2007, collection year 2008. The effective tax rate is 92.86 mills. A mill is equal to one dollar ($1) for each one thousand ($1,000) dollars of assessed valuation. There are three special assessments on the property tax bills assessed by the City of University Heights, Sewer Maintenance, Tree Maintenance, and Street Lights.
Financial Reporting information


The City of University Heights maintains its books on cash basis throughout the year. At year-end, the City converts to Generally Accepted Accounting Principles (GAAP). Basic Financial Statements in accordance with Governmental Accounting Standards Board Statement No. 34 are available online Financial Audit Report.
Vital Statistics information:
The Vital Statistics office, located on the upper level of University Heights City Annex Building, 3962 Silsby Road, University Heights, Ohio 44118, keeps records of and issues birth, death and burial certificates for the City of University Heights. The Vital Statistics office is open from 8:00 am to 4:00 pm, Monday through Friday. Please contact (216) 932-7800 ext. 219 for Deputy Vital Register Carol Kotzar.
Birth Certificates
Please note that this office provides birth certificates only for those births that occur in the City of University Heights.
In order to obtain a birth certificate, you will need to supply the person's name at birth and the date of birth. Click here for application for certified copies.
There is a $17.00 fee (cash or personal check payable to the City of University Heights) for each certified birth certificate.
Before coming in or mailing a check, please call Vital Statistics at 216-932-7800 ext.219 or email Vital Statistics to verify that the birth certificate is on file.
Death Certificates
Copies of death certificates are provided through the Vital Statistics office at University Heights City Annex Building, 3962 Silsby Rd., University Heights, Ohio 44118 for deaths that occur IN UNIVERSITY HEIGHTS ONLY. This includes deaths that take place in residents' homes, businesses, etc., within the city limits. However, if the person died in a CLEVELAND hospital, outside of the University Heights limits, the death certificate would be filed in Cleveland, where the death was pronounced. The number for Cleveland Vital Statistics is 216-664-2317.
Call the University Heights Vital Statistics office at 216-932-7800 ext.219 or email Vital Statistics to verify that the death certificate is on file in University Heights.
