Income Tax General Information

Income tax revenues make up around 53% of the total revenues of the City’s General Fund.

The City’s income tax rate is 2.50% on all earned income.  In addition, the City’s income tax credit is 1.00% for those residents who work outside City limits where income tax is withheld.  The City of University Heights' collection agency for income tax is the Regional Income Tax Agency, also known as R.I.T.A.  In accordance with House Bill 477, the City’s basic income tax information is available upon request.

Please note, the City of University Heights requires payment of quarterly estimates for current year taxes if the anticipated annual amount of tax due is $50.00 or more.  If you need assistance, please contact R.I.T.A. at 440.526.0900.


Property Tax General Information

Property tax revenue makes up around 22% of the total revenues of the City’s General Fund.  The gross real estate tax rate is 174 mills tax year 2009, collection year 2010.  The effective tax rate is 92.86 mills.   A mill is equal to one dollar ($1) for each one thousand ($1,000) dollars of assessed valuation.   For more information, or to apply for the Homestead Exemption contact the Cuyahoga County Auditor's Office at 216.443.7050.  Real estate tax bills are prepared by the Cuyahoga County Treasurer’s Office; for questions on your bill call 216.443.7400.   There are three special assessments on the property tax bills for the City of University Heights:  Sewer Maintenance, Tree Maintenance and Street Lights.

The City of University Heights maintains its books on cash basis throughout the year. At year-end, the City converts to Generally Accepted Accounting Principles (GAAP).  Basic Financial Statements in accordance with Governmental Accounting Standards Board Statement No. 34 are available online at Financial Audit Report.


Vital Statistics Information

Effective April 26, 2011

The City of University Heights will no longer be operating as a district for Vital Statistics.

Please begin using the City of Cleveland's Office of Vital Statistics for all City of University Heights birth and death certificates effective April 26, 2011.  Frankie Loughlin is the local registrar.
