Council meets the first and third Mon. (except when Mon. is a legal holiday) of every month, except for the months of July and August, via ZOOM at 7:00 PM. Special meetings may be called during the months of July and August, or any other time as noticed.

As the legislative branch of city government, University Heights City Council establishes the laws and oversees the city budget. City Council comprises seven residents; all represent the city at-large. Council members serve as their constituents’ link to local government. When a constituent has a question or concern with city policy or services, they are encouraged to contact their City Council representatives.

Council members are elected in non-partisan elections and serve four-year staggered terms. Each council member chairs a committee that is aligned with a government function.

Michele Weiss was elected to her third four-year City Council term beginning January 1, 2024. Her current term expires December 31, 2027.

Weiss is currently the CFO of the largest Jewish day school in the state of Ohio, Hebrew Academy of Cleveland. She also teaches as an adjunct for Cleveland State University, and previously taught at John Carroll University. She is a founding member of a nonprofit organization, AMATZ Initiative, which provides professional development to engage principals of schools.

Weiss was appointed as a commissioner for the Ohio Commission on Service and Volunteerism and recently finished her term. She is a presidential nominee for the Community Relations Committee of the Jewish Federation of Cleveland. In addition, she is a current board member of YACHAD which is an organization that services developmentally challenged youths and adults. In 2018, Weiss was honored as University Heights Public Official of the Year.

Weiss is a proud graduate of John Carroll University, both in undergraduate and graduate school, where she earned a BA in Accountancy and an MBA.

Christopher Cooney was elected to his first four-year City Council term beginning January 1, 2022. His current term expires December 31, 2025.

Cooney is a management consultant with more than 24 years of experience, specializing in quality and productivity improvement in manufacturing and distribution environments. In addition to his service on council, he is a member of the Gesu School Boosters, having served as president in 2020-21.

Brian King was elected to his first four-year City Council term beginning January 1, 2022. His current term expires December 31, 2025.

King is an Information Technology professional with more than 20 years of experience. He has served on the board of directors of University Settlement (2014-2023), Bike Cleveland (2020-Present) and Heights Bicycle Coalition (2018-2020). He volunteers with Friends of The Walt, a group that maintains the rain gardens and wildflower beds at Walter Stinson Community Park. The group’s members received the Volunteer of the Year Award in 2020. He is a member of the Cleveland Bridge Builders Class of 2018.

Threse Marshall was elected to her first four-year term beginning January 1, 2024. The term expires December 31, 2027.

Marshall has been a homeowner in University Heights for the past five years. She has many years of experience serving the community and is a proud veteran of the United States Navy.

Marshall is a retired educator, who earned a Bachelor of Science in Education from Cleveland State University and obtained advanced degrees in education—a M.Ed. and an EdS. In her retirement, she serves the hearing impaired as a captioning agent, by dictating phone calls.

Prior to her appointment to UH City Council, Marshall was appointed to the University Heights Charter Review Commission. She also serves as Chair of the Community Service Committee for Queen Elizabeth Chapter #9 of the Order of the Eastern Star.

John Rach was elected to his third four-year City Council term beginning January 1, 2024. His current term expires December 31, 2027.

In addition to serving on University Heights City Council, he also serves on the City’s Planning Commission and Community Investment Corporation. He is a Registered Architect with an MBA, choosing to pursue the business route in the architectural industry. He works for Geis Companies as the Corporate Accounting Manager, where he focuses on the financials of the architecture and engineering practice, as well as assisting with monthly closings on various construction and property management entities. Before joining City Council, Rach served on the City’s Board of Zoning Appeals for three years. He has served on many UH committees including City Rebranding, New Zoning Code, NOACA Pedestrian & Bike Friendly Lanes, and the New Master Plan. His additional professional affiliations include the Society for Marketing Professional Services – Northeast Ohio Chapter (former President and former Treasurer), and former member of the American Institute of Architects. 

Rach attended Kent State University where he earned a Master of Architecture & Environmental Design and a Master of Business Administration. Outside of work, he enjoys traveling, marathon running (officially halfway through his goal of completing one marathon in every US state), photography, and spending time on Lake Erie.

Sheri Sax was elected to her first four-year City Council term beginning January 1, 2022. Her current term expires December 31, 2025.

Sax has called University Heights home for over 30 years where she and her husband raised a blended family of six. A cum laude graduate of Case Western Reserve University, she is a licensed dietitian and nursing home administrator. Since 2009, she has held the titles of Chief Operating Officer and Executive Director at Jewish Family Service Association (JFSA) where she currently raises millions annually as the agency’s Grants Officer.

Over her career in executive management roles at Midwest Campers, Inc. dba Camp Stone, Judson, the Children’s Hunger Alliance (formerly known as the Ohio Hunger Task Force), and Montefiore, Sax has been responsible for program development and implementation in response to meet community needs, having generated $40M in revenues via operations and grant writing, managed $10M in budgets and supervised 300+ employees. Her success in strategic planning, team building, advocacy, and community relations has resulted in accolades including the 2019 William Wortzman Professional Achievement Award at JFSA, Montefiore’s Employee of the Year Award, and 10 years perfect attendance at Singleton Health Care Center.

Sax is a charter member and co-leader of the Daughters of Abraham interfaith book club, a member of the Jewish Community Mental Health Crisis Team, a member of the 2023 Rekindle Fellowship cohort of Cleveland’s Black-Jewish dialogue program, and Secretary of Yeshivat Kol Tzofayich’s Board of Directors.

She and her fellow members of the Citizens Committee on Policing Policies were named University Heights Citizens of the Year in 2020.

Winifred (Win) Weizer was elected to her first four-year term beginning January 1, 2024. The term expires December 31, 2027.

Weizer is a 33-year resident of University Heights with a long history of volunteer service to the community. She has served as a member of the following committees: Finance Advisory, Cedar Taylor Redevelopment, Stormwater Management, Memorial Day Parade and CERT (Community Emergency Response Team). She chaired the Futures committee, which did an initial resident evaluation of city facilities, and most recently served as the resident representative to the City Beautiful Corporation, the city’s community improvement corporation. In 2007, she was appointed to fill a vacancy on UH City Council.

Weizer holds a Master of Public Administration from Cleveland State University and a bachelor’s degree in urban studies. She is currently an Associate College Lecturer and Director of Undergraduate Programs at the Levin School of Urban Affairs at Cleveland State University. She also has 25 years of private business management experience in manufacturing.

Weizer is a member of Our Lady of Peace Catholic Church in Cleveland.
